About Us
We operate as a nonprofit organization officially registered with the Department of State of the Commonwealth of Puerto Rico, registration number 352645.
Our primary objective is to offer assistance and safeguarding to young women and girls aged 11 - 17 facing critical circumstances such as negative households, abusive relationships, or neglect. Within our facilities, we establish a haven imbued with acceptance, affection, and optimism, providing essentials like shelter, education, and structured guidance upheld by the highest ethical standards. We aim to facilitate a seamless reintegration into their homes and communities.
In support of our vision and mission, the government of Puerto Rico has entrusted us with the former Ramona Rivera de Morales school, situated at Bo. Peñon Carrera 976km 2.0 in Fajardo, Puerto Rico.

Our housing provides a secure, cozy, and private sanctuary where young women can find solace and security. Ensuring quality housing is a pivotal step in prioritizing the well-being of the young women in our care.

Our licensed professionals offer comprehensive mental and emotional health support, by guiding the journey of healing from trauma and any other challenges the young women may face.

Our center emphasizes holistic well-being by hosting nutritionists who educate on healthy eating habits. With dedicated spaces for physical activity, recreation, creative expression, and spiritual reflection, we cultivate a balanced approach to health and wellness.

To foster financial independence, we provide diverse vocational workshops in areas such as culinary arts, baking, sustainability, farming, tailoring, and sewing. Ensuring all young women have the opportunity to develop valuable skills and pursue their passions.

Our workshops focus on real-life education and teach young women essential life skills. Led by experienced mentors, we cover topics like finance, communication, time management, goal setting, and relationships. Gain insights and practical skills for success in both personal and professional life.
Our Founder
Blanca Iris Vázquez Caraballo, born in Rio Grande, Puerto Rico in 1955, was raised in a Christian household by her parents Eugenio Vazquez and Sara Caraballo, alongside her two younger siblings. After graduating from Pedro Falú Orellano High School in Palmer, she ventured to the United States for employment before returning to her homeland to work with the Rio Grande municipality's Tourism Office. It was there, that she embraced her spiritual calling by dedicating herself to a life of service, which she describes as a source of enduring joy.
Known affectionately as "Blanquita," she has always been recognized for her loving nature and dedication to family and friends. Driven by her strong character and unwavering faith, Blanca's commitment to helping others culminated in the establishment of Refugio El Nazareno, Inc., a sanctuary for abused and neglected girls. Her vision is to heal their wounds and guide them toward a future of empowerment, embodying her belief in the transformative power of love and service. Despite challenges, Blanca remains resolute in her mission, extending her hands in support and protection to all through her labor of love.
Our Facilities
Our facility is located in Fajardo, Puerto Rico, on the grounds of a school generously donated by the Government of Puerto Rico. The property is currently undergoing a full renovation to create proper housing and recreational spaces. Classrooms are being converted into dormitories, and we are adding private bathrooms, a kitchen, recreation rooms, study and workshop areas, clinics, a patio, and gardens. We are dedicated to building a beautiful home for the young women we care for.
